Environment

To ask the Manager in relation to the recent major fire in Greenogue Industrial Estate:-

a)  What contingency plans, if any, are in place within the Industrial Estate to deal with accidents of this nature?

b)  If contingency plans are in place are they in the view of the Council, health authority, and fire brigade sufficient for such emergencies?

c)  Are sufficient water reserves available within the estate and, if so, why was the water pressure in the village and the surrounding area cut off/reduced once the  fire started?

d)  What measures, if any, are in place to advise residents of the risks associated with such an incident particularly in relation to health and damage to property.  Also, who's responsibility is it to advise the residents of such consequences and were proper procedures followed in this instant?

e)  On an ongoing basis is the Council liaising with the F.P.A. to ensure that industrial buildings comply with the best available methods to prevent such incidents?

To ask the Manager to include that part of Earlsfort estate which has never had a junk collection in this year's schedule. All of the roads off the second entrance nearest the Fonthill Road have never received such a service. The roads (including the Way, View, Dale, Drive etc) are all accessed off Earlsfort Avenue.

To thank the Manager for the considerable Graffiti cleaning works in the Lucan area in recent times, including engaging the contractor for specialised works in removing Graffiti from brick-work and pebble dashing. What additional Graffiti removal works are scheduled to take place in the near future in the Lucan, Palmerstown and Clondalkin areas.

To thank the Manager for his assistance in helping the many Residents Associations in estate tidying works which many Residents Associations engage in. The Council support in providing cleaning materials is of great assistance to the community.

To ask the Manager what arrangements are being made to facilitate a local recycling facility for plastic in the Palmerstown Community given the fact that the previous facility had to be removed several months ago due to illegal use and abuse.  At present the people of Palmerstown experience great hardship in disposing of their plastic waste.

Following my earlier representations, including my Motion to the March '07 Area Committee Meeting, representations made by the Moy Glas Residents Association and the report from the Environmental Health Officer in her letter of 3rd January 2007 to the Moy Glas Residents Association and referring to her letter to this Council: "I have written to the Environmental Services Department recommending that the bottle banks are moved to a more secure and supervised site. If they agree to this, this should eliminate the broken glass and dumping issues. It may also remove some of the anti social behaviour as the bins would no longer provide a screen or shelter.".  that this Committee requests the Manager to find an alternative and more suitable site for this bottle bank.

To thank the Manager for his support following my most recent requests, including agreement to install a toilet facility in Willsbrook Park by June 2007, and the more recent movement of goal posts in Griffeen Valley Park to assist Lucan Sarsfields GAA. Would the Manager please give details of when the goal posts on the juvenile pitch are scheduled to be moved. At time of submitting this question these goal posts have not been moved and this is causing considerable inconvenience to Lucan Sarsfields GAA.

To ask the Manager if he can have the trees on Woodview Estate Lucan examined and where necessary removed as in some instances they appear to be the cause of disturbance to footpaths and driveways.  Many of the trees are now so dense that they block light from neighbouring gardens and need to be vigorously pruned.

To ask the Manager to have the ditch between the open space on Palmerstown Green and the adjacent business premises filled in level with the field as it is currently the refuge of anti social activities.  Also that the Parks Department liaise with the Roads Department to have the lighting at this location improved as a deterrent to would-be anti social behavior round the trees at this location.

That this Committee calls on the Manager to address the issues in Whitethorn Estate relating to the open space between the Estate and Wheatfield Prison/Courthouse and Cherry Orchard Hospital/Dublin City Council.  This area, where the responsibilities of a number of public bodies overlap (or underlap) is a major source of  ongoing anti-social behaviour and requires urgent joint action by the parties concerned.

Following my Motion Passed at the Area Committee Meeting on 23rd January January '07, including a request that the Manager "conduct a feasibility study", to assess what lands were available in the North Clondalkin/Bawnogue areas to facilitate a new Horse Project, and the subsequent launching of the Sean Quinn Horse Project on 27th January 2007, that the Manager would announce details of how this matter will be progressed to the next stage.

That this Committee deplores the refusal of the Government to establish a new national swimming pools funding programme, having closed down the previous programme seven years ago in 2000, just when the Council was about to make an application for a Lucan Swimming Pool, and requests the Manager to write to the Minister for Arts, Sports and Tourism demanding that the new programme be opened so that the decision of the Manager and the Council, as reflected in the 3 Year Capital Budget, to complete a swimming pool by the end of 2009 can be realised.
