That this Committee call on the Manager to bring forward proposals for the upgrade of Kennelsfort Road Upper, from the Coldcut Road junction to the N4, and submit it as a matter of urgency for funding under the Urban Renewal Programme, or another relevant scheme. Can he consult with the local Community Council, residents of Kennelsfort Rd and with relevant local business interests along Kennelsfort Road to have the road at a standard that is reflective of the fact that it is the main artery of this settled community.

That the Manager outline the criteria in operation for amending plans along the Outer Ring Road to provide measures that improve safety and noise prevention for residents; to outline whether An Bord Pleanala rulings for specific stretches along residential areas can be amended before completion of the agreed scheme; if so to outline what criteria are used by staff in coming to such decisions; to outline whether the Council will meet with elected representatives to amend parts of the scheme to address residents' concerns in advance of the completed project or if this is not legally possible to outline whether the Council will set out a timeframe to address these key concerns after the scheme is completed.

That this Committee congratulates the Manager and Roads Department on the completion of the section of the Outer Ring Road from Grange Castle to the junction with Griffeen Avenue. This Committee requests that:-
(a) the traffic flow at the lights at Griffeen Avenue be monitored and appropriate adjustments be made to the sequencing of the signals to ensure the most efficient flow of traffic, in particular, right turning traffic approaching the junction on Griffeen Avenue from the west, and
(b) consideration be given to more visible signage on the Outer Ring Road approaching the Adamstown Roundabout from the south prohibiting HGVs from the final stretch of the Outer Ring Road into Lucan, and requesting An Garda Síochána to ensure regular policing of the prohibition.

That the Manager would agree to bring forward a comprehensive Local Traffic Management Plan for the New Park and Ride Facility at Cooldrinagh in advance of its opening. Notwithstanding the great benefit of this New Park and Ride Facility to the community, including in Lucan and Palmerstown, and having potentially one thousand cars off our roads each morning, including the N4, careful planning is required so that when available, the new Park and Ride Facility at Cooldrinagh does not result in further traffic congestion in accessing and exiting this facility.

Following my continuous representation to have all works in Foxborough Estate, Lucan completed, would the Manager now bring forward his plans, including time-scale for these works, given the Manager's Report that the Developer was not issued with a Completion Certificate and if necessary the Manager's intentions to pursue this matter through the necessary legal channels. It is incomprehensible that these completion works in Foxborough should remain outstanding after 10 years.

That the Manager would impress on the Postal Authorities the dissatisfaction of the Local Community with the reduced Postal Service. Notwithstanding the regular Consultation Meetings as agreed with Postal Officials, the declining service is causing serious inconvenience and hardship to many who are depending on a more regular Postal Service, including residents who have small businesses and who are dependent on a more regular Postal Service for Tax Returns, VAT etc.
