Minutes of Clondalkin and Lucan Area Committee Meeting held on 26th September, 2006
Environment
Questions
To ask the Manager to outline the number and location of new bins installed in the Lucan and Clondalkin electoral areas in the last 12 months, what plans are in place to install further bins; and if he will make a statement on the matter.
To ask the Manager to outline the number of residents in the Lucan and Clondalkin Electoral Areas who have applied for, and secured, an additional green bin; what criteria exist for applying for such a service; and how this information is made available to the public?
To ask the Manager to report on the Junk Collection Programme for 2006. Would the Manager list what estates have been completed by area, Lucan, Clondalkin, Palmerstown, Newcastle, Rathcoole, Saggart, Brittas and what areas still remain outstanding for the current year?
To ask the Manager to report on his plans to install more litter bins on main roads in the Lucan, Clondalkin and Palmerstown areas, especially at bus stops. The lack of litter bins at some stops is the cause of increasing litter problems in our local Communities?
To ask the Manager to report on what contingency plans are currently being put in place to minimise disruption and damages likely to be caused by bonfires during the Halloween period. Will the Manager agree to work closely with local residents associations in estates where it has been expressly requested that no bonfires take place this year.
To ask the Manager if he will request the Litter Wardens to investigate, with a view to prosecution, the very serious incidence of illegal dumping on the road/footpath in an estate in Lucan ( address supplied)?

That the Manager would outline if there are any suitable sites within the Clondalkin/Lucan area for a dog pound. Is the Manager aware that people who rescue dogs are charged €25 to put them into a pound? Could any local groups working in this area be taken on board?
That this Committee calls on this Council to again write to the Minister for the Environment urging him to introduce legislation to bring in a system of money back bottles and cans, backing up calls by the Green Party in the Dail, in order to make serious inroads into the litter problem that is blighting so many parts of Lucan, Palmerstown, Clondalkin and other areas and takes away from the excellent work done by so many community and environmental groups.
That the Manager would report on the recent examples of dumping and fly-tipping in the Lucan, Palmerstown and Clondalkin areas.
That the Manager implements on a pilot bases, a poop-a-scoop scheme as implemented by Galway County Council.

Questions
To ask the Manager what policy exists regarding the provision of smoke alarms in Council-owned housing units?
To ask the Manager to outline plans for further affordable housing in the coming 12 months in the Lucan and Clondalkin Electoral areas.
To ask the Manager the outline the number of anti-social officers currently serving the Lucan and Clondalkin areas, to outline how many warnings were issued to persons living in Council or housing association-owned dwellings in the last 12 months, how many eviction orders have been issued; and if he will make a statement on the matter ?
To ask the Manager to report on what improvements have been made at the Balgaddy Development since I first raised issues relating to security, traffic speed, restrictions in children playing, etc.

That the Manager present an up to date report on the problems relating to 4 Lealand Walk, Clondalkin, and how, and when they are going to be resolved.
That the Manager gives detailed information in relation to the “Corkagh Town Plan”. This plan is in relation to Affordable Housing. Is there no other area within the Ward/County that would give the number of affordable houses needed? This would save
That this Committee agree to have the outstanding finishing works concluded immediately at Moorfield Estate namely unfinished:
(1) Wall (boundary) at green space facing on to Neilstown Road (graffiti, builders litter)
(2) New wall be capped in such a manner that would deter anti-social activities.
That the Manager provide a map showing where the County Council proposes to build Affordable Housing in Corkagh Park.
That the Manager would report on new opportunities of Affordable Housing and Social Housing scheduled to come on stream in the future.
That the Manager presents a report on Mayfield Park addressing the following issues:
(a) The new bridge/river work at the entrance to Watery Lane.
(b) Keeping the road clean for residents during construction work.

a) Completion of snag lists - when will this work be done?
b) The Communal Room - when will it be opened and be in a position where meals can be served there?

To ask the Manager if he will consider reinstalling park benches in

That the Manager presents an up to date report on the present playgrounds in Clondalkin and Lucan and outlines plans for further playground development in the same two areas.
That the Manager would outline in detail the circumstances surrounding the delays in the taking-in-charge of the open space adjacent to and overlooking Brookvale Estate, Lucan, particularly given that Brookvale Estate has been occupied by Residents for more than ten years.
That the Manager addresses the issue of youths congregating in the Monastery Gate Green area (adjacent to the M50).

To ask the Manager whether any survey has ever been carried out in North Clondalkin and Palmerstown regarding the suitability and desirability of locating a joint library at Liffey Valley Centre, given the fact that elected representatives are adamant that both areas require their own library, at the heart of each Community; whether it would be wise to carry out such a survey in advance of any firming of plans; and if he will make a statement on the matter?
To ask the Manager what contacts have been initiated with the Department of Education and Science with a view to opening the sports centre at Pobalscoil Isolde to the wider Palmerstown Community?
To ask the Manager to outline the timescale for the opening of a Community facility at

That the Manager re-examines the walls and security around Knockmitten Community Centre with a view to undertaking the following:-
a) Putting a railing on top of the stub wall in front of the building's car park so that it cannot be used as seating for drinks parties.
b) Re-organise the CCTV so that it covers both the building, the car park and surrounding areas.
That the Manager presents a detailed report for discussion on the request to provide Lucan's 1st Youth Café area as requested in my Motion to the June '06 Area Committee Meeting, including a report on the meeting between the Council and the Young Innovators Group in St. Joseph's College, Lucan that I requested at that meeting.
