That this Committee resolves to support the Dolcain Project in its submission to the Gardai and Minister for Justice for greater police numbers in Clondalkin Garda Station and agrees to write to both the Gardai and Minister in order to give weight to the submission.
That the Manager contact the Mill Centre, Clondalkin, with a view to upgrading the walls around the car parking area to Cobblestone.
That the Manager would agree to contact Dublin Bus as a matter of great urgency, for a full and detailed report of what improved routes, and schedules are planned in the immediate future to serve the Lucan, Clondalkin and Palmerstown areas, including Adamstown, to provide residents with more transport options given the chronic and increasing traffic congestion being experienced on our roads on a daily basis as a result of being a car dependent society.
Roads
Questions
To ask the Manager to report on the taking-in-charge process for the public right of way traversing the lands at Clonard, Lucan linking the Lucan Road and the Newlands Road. It is reported that this right of way has been available to the public since 1837.
To ask the Manager to agree to co-ordinate with the other relevant Departments on works required, principally by the Road's Department, to upgrade and improve the end of Ballyowen Lane, Lucan. This area has been the subject of neglect over a number of years and regularly suffers from anti-social behaviour including burned out vehicles etc., which is detrimental to the quality of life to the Local Residential Community throughout Ballyowen Lane.
To ask the Manager for an update on the traffic management measures at the junction of Kennelsfort Road/Cemetery Road and the adjoining residential area including the double yellow lines at Kennelsfort Park.
To ask the Manager if he is satisified that the Council is fully complying with the following recommendations of An Bord Pleanala as it applies to Moy Glas Estate
"Noise mitigation measures shall be incorporated into the design and construction of the proposed road scheme by the use of low noise surfacing and appropriate noise barriers so that the predicted noise levels associated with the proposed road scheme in the design year shall not exceed 60dB Lden (free field) and 50dB Lnight (2300 to 0700) (free field) when measured at ground floor of single storey or upper floor level of two or more storey houses, and all other noise sensitive receptors, in accordance with the assessment procedures set out in the Draft Guidelines on the Treatment of Noise and Vibration in National Roads published by the National Roads Authority in January, 2004"
and to include in his report evidence that substantiates the Council's position.

Motions
That this Council draw up urgent and long term contingency plans to combat the likelihood of the stacking of HGV trucks when the Dublin City ban on HGV's is enforced in January 2007 from 7am to 7pm. Local residential estates & roads in areas of Palmerstown, Lucan, Clondalkin are most likely to be effected as they border the two local authorities.
That the Manager take meaningful enforcement action against the Super Savers Shop, Main Street, Clondalkin which continues trading on the footpath.
That this Committee calls on the Manager responsible to ensure that the concerns of the Moy Glas residents regarding the noise management measures being put in place for the "Outer Ring" Road are fully addressed, that all of the recommendations, explicit and implicit, of An Bord Pleanala in relation to the development are fully complied with, that all additional measures considered now to be necessary to meet the highest international noise pollution standards are put in place, and, that this Council treat Moy Glas Estate no less favourably than other residential areas and that the Manager give absolute priority at all times to the health and safety of residents who live close to the "Outer Ring" Road, including minimising design related concerns and associated stress.
Following the continued consultation process with local schools committees which I proposed and the Manager agreed to at the January 2006 Meeting of the Road's Department of the Lucan/Clondalkin Area Committee, that the Manager would now present a detailed report for discussion listing what specific works will be carried out at each school in the Lucan, Palmerstown and Clondalkin areas, with time-scales for these works in the interest of enhancing safety for all concerned, including school-going children.
That the Council proceed immediately with the Pilot Project to close the laneway between Kennelsfort Road and Woodfarm Acres Estate, and with the closure of the laneway between Oak Court Avenue and the laneway between Oak Court Estate and Wheatfield Road, both in Palmerstown.
That this Committee recognises the deficiency and omissions in the noise attenuation measures on particular sections of the Outer Ring Road in Lucan. Following my ongoing representations on this matter since construction works began, that South Dublin County Council agrees to conduct a study of these limited areas when the contract is completed and as part of this study the Council will examine any shortcomings in the scheme and, if necessary, engage contractors to remedy such shortcomings with additional noise attenuation measures at these identified locations.
That the Manager examines and improves signage in the Greater Clondalkin areas including the following areas:-
(a) Kingswood Interchange.
(b) Signage from Naas Road.
(c) Signage to Industrial Estates.
and that he reports back on changes undertaken.
