Minutes of Lucan Clondalkin Area Committee Meeting held on 3rd May 2006.
Environment
Questions
To ask the Manager when the last Junk Collection was carried out in Newcastle and when the next one is planned?
To ask the Manager to set out in detail all suitable areas being considered for the purpose of facilitating new Bottle Banks in the Lucan, Palmerstown and Clondalkin areas, including plastic and glass, for the coming year.
To ask the Manager to report in detail and in area format, specific locations where he intends to introduce new litter bins in the coming year in the Lucan, Palmerstown and Clondalkin areas.
To ask the Manager to immediately arrange for the tidy up of
To ask the Manager to outline the proposed weekly schedule envisaged for the Green Machine in Lucan and Palmerstown and to indicate when the machine will be deployed in Lucan?
To ask the Manager to provide for the frequent clean up of all laneways behind houses within the Lucan, Palmerstown and Clondalkin areas given that very often they require more attention than open roads.

That this Committee thanks the Manager for the continued provision of the excellent junk collection service and requests that a schedule of areas proposed to receive the annual junk collection is brought before the Committee along with details as to how long it has been since each such area has received a collection.
That this Committee recommends that South Dublin County Council develops a plan of campaign to deal with Halloween activity in Lucan and Clondalkin and that a report is given to the Committee on proposals in two months time.
That this Council inform the Committee of time frames of the roll out of plastic (blue) bins, brown (compost) bins, and any other relevant bins.
That this Committee requests that the Manager agrees to inform members of the intended locations of any new recycling banks as far as practicable in advance of the positioning of these much needed facilities.

Questions
To ask the Manager how he proposes to resolve the unsatisfactory situation that prevails in Foxdene Estate, including Foxdene Avenue, whereby unacceptable levels of dust are causing dreadful inconveniences to local residents as a result of nearby developments, and what measures will the Manager now introduce to resolve such build-ups of dirt and dust on roads in the vicinity of Foxdene arising from these developments.
To ask the Manager to report on the Housing Lists for families in Clondalkin, Lucan and Palmerstown? Would the Manager please list the number of families by area, who are now awaiting housing accommodation for more than five years.
To ask the Manager to outline the planned number of affordable and social housing units to be provided in the Larkfield Square development.
To ask the Manager to provide details of what housing plans the Council has for the recently purchased 12 acres in Brownstown and to specify what arrangements will be made in the meantime for the maintenance of the property?

That the Manager provides details of the Council House double-glazing upgrade programme with specific reference to the timescale of its implementation in the Lucan and Clondalkin areas.
That the Manager gives detailed information in relation to the “Corkagh Town Plan”. This plan is in relation to Affordable Housing. Is there no other area within the Ward/County that would give the number of affordable houses needed? This would save
That the Estate Management and Anti-Social Departments be retained in Clondalkin for simple logistical reasons e.g. it takes 3/4 of an hour at peak times to travel from Tallaght to Clondalkin.
In response to representations from residents in the Oatfield & Wheatfield Housing Estates concerning on-going anti-social behaviour displayed by some private tenant's & the irresponsible attitude of some landlords, I move that this Council acts in conjunction with the P.R.T.B & Revenue Department to ensure that all landlords in the area are registered & tax compliant.
That the Manager would set out in a report, full details of the programme to up-grade the windows of Clondalkin homes, including the installation of double glazing windows. What specific areas or estates will be included in the pilot window programme, what is the time-scale for these works, the cost involved and following completion of these works, what procedures will be adopted to enhance the windows in the remaining areas and estates in Clondalkin.
That the Manager provides details of the expected starting date for the Home Zone scheme in the vicinity of Archbishop Ryan Schools and Buirg an Rí and Meile an Rí.
That this Council work with Habitat in relation to building voluntary housing in the Clondalkin area. I understand that the Council met with the group some time ago. I am looking to raise the issue. I would also ask that a Committee be set up consisting of Councillors/officials/Habitat Ireland/residents in relation to same.
That a full report be brought regarding Moorfield Infill Project outlining details of all works carried out and remedial work still outstanding.

To ask the Manager to provide an up-dated report on the use of the new Ballyowen Castle Community Centre? How many groups are now using the Centre, how often and what further potential does the Centre have in terms of future usage by new groups?

That the Manager provides details of any plans he has for the provision of community facilities in the Balgaddy and Foxborough areas.
That the Manager would now bring forward his detailed report for discussion on the Revised Water Leisure Strategy, which I requested and was agreed in 2005, with specific focus on his renewed efforts to advance the Lucan Swimming Pool Project, a matter that I first introduced in South Dublin County Council in 1999.
That the Manager provides an update to this Committee on the Water Leisure Strategy as it affects Lucan.

Questions
To ask the Manager to provide a detailed report, including his plans to upgrade and secure Collinstown Park and Quarryvale Park for the benefit of the local community. Local residents, community and sporting organisations are distraught at the ongoing anti-social behaviour that is impacting on these local amenities, and the quality of life of the local communities.
To acknowledge the invaluable resource in the playground at Griffeen Valley Park, Lucan, the extensive use this playground is now enjoying and the quality of its upgrading. What plans does the Manager envisage in terms of its further development in the future?
To ask the Manager to provide landscaping on the green areas in the vicinity of Dodsboro Shopping Centre with a view to preventing motorists from driving over grass verges.
To ask the Manager to consider the provision of additional playgrounds to serve the Clondalkin area, on a phased basis, in consultation with local residents.
To ask the Manager to examine the green area between Finnstown Cloisters and Hanstead with a view to ensuring that any boundary fencing and landscaping is in line with the rest of Finnstown Estate.

That this Committee requests that the Council acknowledges the nuisance caused to nearby residents through the inappropriate use of parks by some people and makes arrangements to deploy staff on a regular basis late in the evening and at night to deter the misuse of parks in the Lucan, Palmerstown and Clondalkin areas.
That the Manager would agree to commence a preliminary investigative examination of the feasibility of Skate Park facilities for Clondalkin and Palmerstown. In recent months there has been an increase in the interest shown by many young people in the Clondalkin and Palmerstown areas in acquiring a Skate Park facility and as a result I have formed the Clondalkin Skateboard Club. A similar recruitment drive in Palmerstown is ongoing. On completion of the Lucan Skate Park, and allowing time for development of the activity, it would be prudent to examine closely the interest shown by young people in neighbouring communities including Clondalkin and Palmerstown, with a view to gauging whether such a facility in these areas may be appreciated and sustainable.
That the Manager examines the grass verges along both sides of the hill going up from the Convent lay-by to the Esker Lawns, Lucan Heights, Beech Park direction with a view to maintaining the grass verges and providing additional trees and landscaping as deemed appropriate.
That the Manager would agree to consult with the local residents in Ash Park and Elm Grove to discuss the boundary issues between both estates. To date I have received a number of complaints from local residents that the lack of adequate boundary treatment is the cause of great inconvenience, including anti-social behaviour in the neighbourhood, and as a consequence injury is being caused to the quality of life of local residents.
