Housing
Questions
To ask the Manager to report in detail on the current housing list ,for housing applications in the Lucan, Clondalkin and Palmerstown areas?
To ask the Manager to report on his input into ensuring that all future housing developments, including footpaths, parking bays etc. are fully accessible by all residents, including residents with special needs, amongst whom are residents who use wheelchairs.
To ask the Manager to give details of when essential repairs will be done to windows within Sarsfield Close and when the double glazing programme is likely to be available to residents.
To ask the Manager to consider extending the “Home Zone” traffic calming model to other areas in South Lucan given the large youth population in the area.
To ask the Manager to outline what steps have been taken to further the provision of sheltered accommodation for the elderly in each of the the Lucan, Clondalkin, Palmerstown and Newcastle Lyons areas.
To ask the Manager for a general clean up & repair of railings damaged by vandals in Oldchurch Estate & to request Allocations Support Unit & the Estate Manager to liaise & focus their attentions on a small number of local residents engaged in anti -social behaviour.
To ask the Manager the following -
What are the numbers of enquiries to the Property Path offices situated at County Hall, Tallaght from the Clondalkin & Lucan Ward & is there any number indicators as to customers accessing the Councils Housing Schemes?
Have the Council any plans to take the Property Path on a Road Show around the County -into our Shopping Malls for example?

That the Manager reports upon what steps are taken by the Council to minimise the annual Management Fee payable by purchasers of Affordable Housing within the Lucan and Clondalkin areas.
In response to representations from residents in the Oatfield & Wheatfield Housing Estates concerning on-going anti-social behaviour displayed by some private tenant's & the irresponsible attitude of some landlords, I move that this Council acts in conjunction with the P.R.T.B & Revenue Department to ensure that all landlords in the area are registered & tax compliant.
That the Manager provides details of what locations are being considered for the provision of much needed homeless housing within each of the Lucan, Palmerstown and Clondalkin areas.
That this Committee calls on South Dublin County Council to develop an Estate Management programme for Kilmahuddrick with a view to:
- Tackling graffiti/dumping within the Estate.
- Establishing a Residents Committee within the Estate.
- Tackling dereliction within the Estate.
That the Manager would present a detailed report for discussion on the issues brought to his attention in the housing as part of the Balgaddy Development, that the Manager would have those works completed and to provide details of all outstanding works, including the time-scale for the completion of these works.

Questions
To ask the Manager to report on the progress made on the review of the Water Leisure Strategy from the Lucan Swimming Pool perspective. What input has been made to date to further promote the requirement for a Swimming Pool for Lucan as part of this review process which I requested during the course of last year's Budget Estimates?
To ask the Manager to report on what additional Community Centres are scheduled to come on stream in the Lucan, Clondalkin and Palmerstown areas, and the time-scales for these much needed community facilities in these areas?
To ask the Manager to report on what Grant Aid has been provided to groups etc. in the Lucan, Clondalkin and Palmerstown areas in the last six months?
To ask the Manager to make specific provision for the provision of a Community Centre to serve residents in the Foxborough area.
To ask the Manager to provide details of the projected capital expenditure in Community Facilities allocated by the Council to the Lucan and Palmerstown areas over the next two years.

That the Manager outlines what funds the Community Department has received from development levies in the past year in each of the Lucan, Clondalkin, Palmerstown and Newcastle Lyons areas and to outline to what capital uses these funds have been put.
That the manager clearly outlines:
- When the last St.Patrick’s Day Parade was held in the Lucan/Clondalkin Area?
- How much of an input this Council had?
- Would it be viable to reinitiate the Clondalkin Parade?
- How the members of this Council could move forward on this?
- Is there time enough between now and this March?
That the Manager would report as to how he intends to further promote awareness of the availability of accommodation facilities in the new Ballyowen Castle Community Centre now that the Centre is successfully up and running with more opportunities for usage by individuals and groups in the local community.

To ask the Manager to report on the time-scale for the commencement of works for the up-grading of Griffeen Valley Park and the approximate time envisaged to complete this programme of works.
To ask the Manager to provide an up-to-date report on the Lucan Skate Park project by way of the now-agreed revised design of our In-Situ type skate park that I requested to help further reduce the noise levels for the benefit of local residents in Ash Park, the time-scale for the building and completion of the Lucan Skate Park and to provide the revised plan for the Skate Park.

That the Manager investigate the possibility of providing a pedestrian footpath from Kew Park to the old Celbridge Road to facilitate residents who wish to take this route to Lucan and to include in his report the timescale for completion of the project.
That the Manager bring before this Area Committee an up to date report on the current development plan for Waterstown Park including (a) overall plan currently being implemented (b) progress to date (c) schedule for completion (d) total projected cost and (e) cost to date.

To ask the Manager to present a report on:
a) The Council's policy regarding the fouling of public areas by dogs.
b) On the signage, their locations in Clondalkin and on when the signs are going to be made permanent. and
c) On what the Council is doing to ensure adherence to the bye-laws by dog owners.
To ask the Manager to agree to conduct an audit of the existing Bins in the Lucan, Palmerstown and Clondalkin areas to access the need for the installation of further Litter Bins, including at Bus Stops where there are increasing litter issues in our County.
To ask the Manager to report on what particular housing estates in the Lucan, Palmerstown and Clondalkin areas have been experiencing above average in number or more regular sewage and drainage blockages, as evidenced in the reporting of such problems by local residents and Residents Associations. In such cases where particular estates are showing particular difficulties, what measures can be carried out to help alleviate such inconveniences and costly excercises.
To ask the Manager to report in detail on litter fines issued, including fly-tipping, in the Lucan, Clondalkin and Palmerstown areas in the last six months, what court cases have been initiated and what are the outcomes of those court cases concluded.
To ask the Manager to indicate when the "Green Machine" street cleaner will be deployed in Lucan Village, and could an outline be given as to how many days a week it will be operational?
To ask the Manager to provide additional litter bins in all housing estates in the Lucan and Palmerstown areas in which schools are located, namely: Airlie Heights, Woodview Heights, Roselawn, Ballydowd Grove, Cannonbrook, Oakcourt, Mount Bellew and the Oval.
To ask the Manager to outline details of the existing road sweeping service within the Lucan, Clondalkin, Palmerstown and Newcastle Lyons areas and to provide a more frequent service in areas subject to construction work.
To ask the Manager to list all housing estates within the local area (excluding Rapid areas) & outline when the last general junk collection was carried out & to list when the next general junk collection is to take place.
To ask the Manager, in relation to the Councils intentions to set up a Recycling Plant in Cherry Orchard, will the Council state the exact usage of this plant. Define Semi-Hazardous Waste & what exactly can be re-cycled from this hazardous waste? What tonnage of re-cycling will be carried out on an annual basis & how can this be monitored given the fact that re-cycling plants on the Killeen Rd have been in breach of tonnage licensing & are currently subject to fines from the E.P.A . How will the emissions & odour from this plant & others in the immediate area be monitored & what impact is there on the local adjoining communities of Palmerstown, the Community College & the residents of Ballyfermot.

That this Committee calls upon the Manager to undertake to make provision for an additional street cleaner in next year’s budget estimates in each of the Lucan, Clondalkin, Palmerstown and Newcastle Lyons areas.
That this Committee recommends that South Dublin County Council develops a plan of campaign to deal with Halloween activity in Lucan and Clondalkin and that a report is given to the Committee on proposals in two months time.
