EMERGENCY MOTION
MOTION: Councillor J. Lahart
"That the manager make a full statement on the delay in implementing pay parking in Rathfarnham Village."
REPORT:
The implementation of pay parking in Rathfarnham Village is subject to the need for compliance with EU procurement procedure requirements in the appointment of contractors, and the necessary lead-in times from dates of such appointment to commencements of operations.
Following consultation and agreement on the required bye-laws, a public tendering process which involved advertisement in the Official Journal of the European Union in compliance with EU procurement procedures was undertaken in accordance with the timeframe stipulated for such procedures. A detailed tender assessment was carried out on the resulting submissions, and contracts were then awarded, for (a) the supply and installation of a total of 65 no. Pay & Display machines, and (b) the operation and enforcement of the parking scheme in the following areas:
Both of the above contracts allowed for a 6-8 week lead-in period before commencement of on-street enforcement, and in accordance with this timeframe, the scheduled commencement date for on-street implementation is mid-November. The supply & installation contractor has recently advised, however, that there has been a delay of approx. one month in delivery of the pay & display machines from the manufacturer in France. In the circumstances, the revised commencement date allowing for the Christmas holiday period is now lilkely to be the beginning of January. It is anticipated the first week of operations will be utilised as a "dry run" to resolve issues relating to residents permits for the affected areas, warning notices, etc.
