MOTION: Cllr. Cáit Keane

"That this Committee discusses the issue of replacing a bungalow with blocks of apartments in an old residential area and the consequent knock on effect on residents and services. That application no. SD06A/0878 on Limekiln Drive/Close be taken as an example with a view to ascertaining current policy and if necessary a review of current policy."

REPORT: 

Application Reg. Ref. SD06A/0878, received on the 11th of October 2006 proposes the demolition of existing dormer bungalow and garage and construction of 6 residential units with new vehicular  pedestrian access off Limekiln Drive and Limekiln Close consisting of a single storey block with attic conversion with 4 dormer windows and velux type rooflight, comprising  1x3 bed apartment & 1x2 bed apartment with first floor rear balcony;  a one and a half storey joined block consisting of 4x2 bed apartments with 8 dormer windows, 3 velux type rooflights and 2 first floor balconies to Limekiln Close;  6 off street car parking bays, a bin store and 6 secure bicycle spaces in the rear garden.

A decision is due on this application on or before 4th December 2006.

With respect to the application referred to in the motion no decision has, as yet, been, made on it.  Any valid third party representation made during the statutory period will be taken into consideration during the making of a decision on this application.

In the current County Development Plan, and particularly in Chapters 11 and 12, detailed policies and objectives are set out with respect to assessing new developments, including infill developments in existing built up areas. These policies and objectives give a strong and balanced context within which applications can be assessed.  Part of the assessment process of any planning application involves the consideration of the existing pattern of development in the vicinity of the application site. The application referred to in the Motion will be assessed in the context of the Development Plan and the proper planning and sustainable development of the area which may or may not support this proposed development.
