MOTION: Councillor C. Keane
"That this committee discusses the issue of the deplorable condition of the footpaths in Templeogue Village - with the aid of an up to date report on the meeting that was to be arranged with the Traders following the June meeting."
REPORT:
Roads Department recently met with a number of the traders/lease holders in the Village. They are unwilling to transfer ownership of those areas in front of their premises which they state are required for customer parking. It was pointed out that South Dublin County Council cannot carry out maintenance or repairs in those areas that are not in our charge and also that Council Public Liability insurance does not cover the areas in question.
The main areas not in charge are as follows:
South Side of Road
1. Area in front of Tennis Club- tarmac surface lined for parking spaces- in good condition; Boundary is back of concrete footpath.
2. Area in front of group of shops incl: Massey Funeral Home, Shannon Pharmacy, “The Hair Studio” hairdresser, and Silvio’s chip shop. Surface is concrete which is rutted, cracked and in poor condition. The area is used for customer parking. Boundary is the drainage channel on south side of cycletrack.
3. Area in front of Centra Foodmarket and O’Briens Wine shop. Surface is of 400x400 paving slabs some of which are uneven and loose. This area in surrounded by decorative steel bollards (no parking). Boundary is the drainage channel on south side of cycletrack.
Note: The area in front of the Templeogue Inn and adjacent shops is in charge and currently being maintained. The footpath in front of Hollingsworth Cycle shop is also in charge.
North Side of Road
1. The only area not in charge on north side of road is the area in front of the AIB Bank and adjacent shop / post office. This area is of cobble lock and is used for customer parking- good condition.
Note: all other areas on north side of road are in Council charge, incl areas in front of Italian Restaurant, Webb Hardware, Duke Tyres, medical clinic and Maxol Garage. Boundary is face of buildings. In the case of Maxol, boundary is face of perimeter low wall.
In 1999 / 2000 a Village and Urban Renewal scheme was carried out in the Village which replaced and reconstructed the footpaths and provided cycle track, traffic calming ramps, build-outs, and some on-street parking spaces. Although 6 to 7 years old, the area is in good condition with the exception of minor repairs needed to bricks and slabs, possibly due to being driven upon by vehicles accessing private parking.
The main concern of the traders is the lack of short term parking. They refused in 1999 to transfer ownership of the areas. A 35 space free car park was provided in 2000 behind Hollingsworth cycle shop. This appears to be used as a long term parking facility by members of the public who drive to Templeogue and proceed into city centre by bus. SDCC Traffic Section is in the process of introducing a paid parking scheme in the village along with additional spaces in the “piggery” site. It is anticipated that a proposal will be ready for part 8 shortly.
