MOTION: Councillor E. Ó Broin

That this Area Committee agrees that the SDCC Vacant Homes Officer will take measures to address the long standing vacant home on Grange View Grove, Clondalkin, Dublin 22. ADDRESS SUPPLIED

REPORT:

Under Section 8(7) of the Derelict Sites Act 1990, 11 Grange View Grove, Clondalkin, Dublin 22 was entered on the Derelict Sites Register on 2nd June 2023. An inspection of the site was carried out on 7th September 2026, which confirmed that the property remains in a derelict condition. Accordingly, the property continues to be listed on the Derelict Sites Register. The Council is currently pursuing all available statutory actions under the Derelict Sites Act 1990 to ensure compliance and to address the derelict condition of the property.

The property was put on the market for sale in 2025 and is currently listed as sale agreed.

There are grants and schemes available to support homeowners to bring vacant and/or derelict properties back into use including the Vacant Property Refurbishment Grant and the Repair and Lease Scheme.

The Vacant Property Refurbishment Grant is a grant of up to €50,000 to carry out refurbishment works to bring a property that has been vacant for at lease 2 years immediately prior to the date of application back into use as a principle private residence or a rental. A derelict top-up grant amount of up to €20,000 is available for properties that are confirmed to be derelict. To qualify for the top-grant, the applicant(s) must submit an independent report prepared by an appropriately qualified professional confirming that the property is derelict i.e. structurally unsound or dangerous. The property can also be deemed derelict if it is on the local authority’s Derelict Sites.

The Repair and Leasing Scheme is an option for owners of vacant and derelict properties who cannot afford or access the funding needed to bring their properties up to rental standards. The scheme provides a loan of up to €80,000 per unit (including VAT) for any works necessary to bring the property up to the required standard. In return the property owner agrees to lease the property to the local authority or an approved housing body (AHB) for 5 to 25 years. The property owner repays the loan to the local authority/AHB as a reduction in the lease payment over an agreed term.

Further information on the grants and schemes available to bring vacant and/or derelict properties back into use is available here.
