SOUTH DUBLIN COUNTY COUNCIL

MEETING OF CLONDALKIN, NEWCASTLE, RATHCOOLE, SAGGART AND BRITTAS AREA COMMITTEE
Wednesday, September 16, 2026
MOTION NO. 13
MOTION: Councillor F. Timmons
That this Area Committee requests that South Dublin County Council prioritise the delivery of a safe, connected, and practical walking and cycling route between Newcastle, Rathcoole Main Street, Saggart and Garter Lane, with particular consideration given to a route via Tay Lane. This proposal should be considered as part of the Council's wider Active Travel and School Safety programme, and should also be aligned with relevant road safety, public realm, greenway, climate action and amenity funding streams.
REPORT:
Active Travel Routes connecting Newcastle, Rathcoole, Saggart and Garter Lane have been identified as high level route objectives in the Cycle South Dublin Programme of works.
Before any schemes identified in Cycle South Dublin are progressed to construction stage, they must progress through a series of project lifecycle phases as identified in the National Transport Authorities Project Management Guidelines. The project lifecycle Phases include:
- Phase 1: Scope and Purpose
- Phase 2: Concept Development & Option Selection
- Phase 3: Preliminary Design
- Phase 4: Statutory Processes
- Phase 5: Detailed Design and Procurement
- Phase 6: Construction and Implementation
- Phase 7: Close-out and Review
It is the intention of the Active Travel Section to progress Phase 2 (Concept Development and Options Selection) in the coming months. The Active Travel Section will liaise with internal and external stakeholders through the Options Selection Process.
