QUESTION: Councillor K. Keane

"To ask the Committee to look at the possibility of installing CCTV cameras in the Russell Square, Jobstown due to an increase in Illegal dumping throughout the estate?"

REPLY:

The Litter Management Plan 2026 to 2029, provides the strategic framework for tackling litter, fly-tipping and illegal dumping. The plan is action-based and structured around four key pillars:

  1. Litter Prevention and Control
  2. Community Engagement, Education and Environmental Awareness
  3. Public Realm Operations
  4. Litter and Waste Enforcement

Within this framework, a multi-strand approach is taken to persistent illegal dumping, combining enforcement, deterrence, prevention, education and community engagement.

All incidents of illegal dumping reported or detected in any area are investigated by the Council's Litter Warden Service and all dumped material is searched for evidence. Where evidence is found, the appropriate enforcement action is taken under the Litter Pollution Act 1997, as amended.

Each report received helps to inform future enforcement and monitoring measures, including consideration of CCTV where appropriate.

There have been 11 reports of illegal dumping in Russell Square, Jobstown recorded on the Environmental Complaints System operated by SSCC in 2026. The Litter Warden has issued 2 fines and 1 notice under the Litter Pollution Act, following investigations.

In adherence to the LGMA’s codes of practice for the use of CCTV for the prevention, detection and prosecution of litter and waste offences, the use of CCTV should be considered as a last resort, other measures should be deployed in the first instance. Due to the significant volume of recorded complaints for this location, anti-dumping signage will be erected within Russell Square, Jobstown. The Litter Warden has increased patrols of this area and will monitor any increased activity at this location, alongside colleagues in Public Realm.

Should the outlined measures not significantly address the issue, then a business case for CCTV at Russell Square, Jobstown may be prepared in the future.
