MOTION NO. 1

MOTION: Councillor L. Dunne

"This Area Committee calls on the Chief Executive to investigate and bring forward proposals for the permanent redesign of the recessed area at the entrance to Montpelier Estate, which has become a persistent location for illegal dumping and deliberate fires. Such proposals should consider physical interventions, including landscaping, raised planting beds, bollards, or other appropriate measures, to design out the opportunity for illegal dumping and improve the safety, security, and appearance of the estate entrance?"

REPORT:

The Council acknowledges that the grass verge area at the entrance to Montpelier Estate has been subject to ongoing illegal dumping and instances of deliberate fires. The area is regularly attended to by the Public Realm Section to remove dumped materials and maintain the site.

The Waste Enforcement Section continues to undertake enforcement measures within the area aimed at the prevention, detection and prosecution of waste-related offences. Both the use of CCTV and the compilation of a reverse register of households not availing of a waste collection service is helping to identify those that may be involved in the unlawful waste activities being experienced.

The Public Realm Section has inspected the location and recognises the concerns raised. While physical interventions such as landscaping, raised planting beds, bollards and other deterrent measures could be considered, it is not considered that these measures alone would fully address the issues of illegal dumping and deliberate fires.

During the inspection, it was also noted that vehicles are regularly parking on footpaths and grass verges in the vicinity. As such, the area in question, comprising approximately 52m² of grass verge, may provide an opportunity to accommodate linear parking. Bringing the area into active use, coupled with ongoing waste enforcement measures, could assist in reducing opportunities for illegal dumping and anti-social behaviour while also addressing existing parking pressures in the area.

The Public Realm Section will engage with colleagues in Roads and Traffic Sections to assess the feasibility of this approach.
