QUESTION: Councillor L. de Courcy
To ask the Chief Executive, in light of information obtained as a result of FOIs for Fingal County Council's housing allocation list (https://www.thetransparencyobjective.com/our-research) showing that non-nationals were 1.4 times more likely to get a home than an Irish citizen, to publish the breakdown of housing allocations by i) Irish citizen, ii) UK citizen, iii) EU citizen, iv) non-EEA citizen in tabular form from 2020 to 2025 to allay concerns the same situation is occurring in SDCC.
REPLY:
The council provides social housing supports in accordance with relevant legislation and under our Allocation Scheme which is a reserved function of the elected members. Eligibility (and subsequent allocation) decisions are based on applicants’ citizenship and/or residency status as opposed to nationality or country of origin. Applicants must have a legal right to reside in the State, whether through Irish, UK or European Economic Area citizenship, or a relevant appropriate immigration permission from the Department of Justice, to be eligible for social housing supports; Details of citizenship and associated residency information where relevant are collected to assess eligibility for social housing supports but specific nationality data may not be recorded in every instance as it is not a criterion for either eligibility or allocations.
Accordingly, the table below provides a breakdown by citizenship category of 5,173 housing allocations recorded from 2022 to 2026. These figures show the number of allocations made within each category but do not represent a measure of the likelihood of allocation to an individual applicant within any particular category which is more appropriately assessed by a number of factors including time on the housing list, household circumstances, housing need, and the availability of suitable accommodation.
