QUESTION NO. 9

QUESTION: Councillor W. Carey

To ask the Chief Executive if signage and traffic calming measures can be undertaken in Kilcarberry estate by SDCC.

REPLY:

Kilcarberry Grange is a newly built residential estate and has not yet been taken in charge by South Dublin County Council (SDCC). As such, responsibility for the provision and maintenance of estate infrastructure, including signage and traffic management measures, remains with the developer until the estate is taken in charge.  It also must be noted that the developer has built the estate in accordance with the granted planning permission.  The developer should not change details that are not in their grant of planning.

It should be noted that all new residential developments are designed and constructed in accordance with the Design Manual for Urban Roads and Streets (DMURS). This guidance places a strong emphasis on creating self-regulating, low-speed environments through road layout and design, while also promoting active travel, safe pedestrian access, and improved road safety for all users.

The road network and associated infrastructure within Kilcarberry Grange have been developed in line with these principles to encourage appropriate vehicle speeds and provide a safe and accessible environment for residents, pedestrians, and cyclists.

Until the estate is Taken in Charge, the Council cannot make any road layout changes.  When the Council takes the estate in charge, we become the managers and maintainers of the public roads and footpaths.  At that time, public and elected members traffic calming requests can be considered by our traffic team.  Any elected member requests should be raised through the SDCC TMM meeting process.
