QUESTION NO. 5

QUESTION: Councillor L. de Courcy

To ask the Chief Executive how many families, couples, single men and single women granted permission to remain in the State following residence in IPAS have, since 2020, been provided with emergency accommodation or allocated social housing by South Dublin County Council, with the information provided in tabular form by year and demographic category.

REPLY:

Individuals residing in IPAS accommodation are not eligible to access emergency accommodation, as accommodation is already available to them through the IPAS system.

We do not record or report on an applicant's immigration status history, immigration pathway, or previous accommodation arrangements, including whether an individual was accommodated within the International Protection Accommodation Services (IPAS) system prior to being granted permission to remain in the State.

Eligibility for social housing support is determined in accordance with the provisions of the Housing (Miscellaneous Provisions) Act 2009, and the Social Housing Assessment Regulations 2011 (as amended). Eligibility for homeless services is assessed in accordance with our statutory responsibilities under the Housing Act 1988, as amended. Once eligibility has been established, applicants are assessed on the based on their current housing circumstances, household composition, and identified housing need. Our housing and homeless services records do not contain a specific category that records applicants who have previously resided in IPAS accommodation or who were granted leave to remain following an international protection application.

The Dublin Regional Homeless Executive (DRHE) has provided the breakdown below of families, single men and single women with social housing applications in South Dublin County Council who were granted access to emergency accommodation services, where the recorded reason for presentation was "Leaving Direct Provision." The data relates to applicants on our housing list. The majority of these individuals were accommodated in emergency accommodation located within the Dublin City Council (DCC) administrative area and provided by DCC.

These figures do not represent direct referrals or transfers from IPAS accommodation into emergency accommodation. The DRHE has confirmed that this data was not routinely collected in 2022 and 2023. Prior to 2024, presentations were recorded only where an individual had left Direct Provision within the previous three months. From 2024 onwards, this reporting window was extended to six months. Consequently, the data captures individuals who may have left IPAS accommodation several months before presenting as homeless, and therefore should not be interpreted as evidence of direct transitions from IPAS accommodation into emergency accommodation.
