QUESTION NO.7

QUESTION: Councillor J. Sinnott

To ask the Chief Executive if there has been meetings or contact with Dún Laoghaire-Rathdown County Council following the conclusion of the Marlay Park concerts with a view to addressing any issues that arose during the concerts.

REPLY:

South Dublin County Council has ongoing engagement with Dún Laoghaire-Rathdown County Council (DLRCC) regarding the management of the annual Marlay Park concert series, including the review of traffic and transport arrangements associated with the events.

A structured process is in place each year which includes pre-event planning meetings, event management meetings during the concert series, and post-event review and learning meetings involving the relevant agencies and stakeholders. These meetings provide an opportunity to discuss operational arrangements, identify issues arising, and agree measures to improve future event management.

As part of this process, local residents are invited by DLR County Council, typically in April each year, to attend consultation and information meetings where they can raise concerns and make practical suggestions in relation to traffic management, access, parking controls and event operations. South Dublin County Council is also invited to participate in these discussions given the cross-boundary impacts associated with the concerts.

In advance of the most recent concert series, South Dublin County Council discussed the proposed traffic management arrangements and mitigation measures with the SDCC Elected Members through the Council's Traffic Management Meeting (TMM) process. This included outlining a range of controls and management measures that would be implemented both prior to and during the concerts to assist in managing traffic movements, parking demand and public safety.

Following the conclusion of the concerts, contact and engagement between the local authorities forms part of the post-event review process, where operational experiences and lessons learned are considered with a view to informing and improving arrangements for future events. Any issues identified are examined collaboratively by the relevant stakeholders as part of this continuous improvement process.
