QUESTION: Councillor B. Lawlor
To ask the Chief Executive to provide details of all funding drawn down by South Dublin County Council from the National Transport Authority (NTA) and Transport Infrastructure Ireland (TII) during 2025, including: the total amount drawn down from each body; the project or programme to which each drawdown relates; the amount initially granted to each project; the amount drawn down for each project or programme; and any awarded funding that had been transferred or had not been drawn down as of 31 December 2025.
REPLY:
In 2025, South Dublin County Council was granted a main funding allocation of €20 million from the National Transport Authority (NTA). This allocation was fully drawn down.
The funding supported the progression of schemes identified in Cycle South Dublin, the delivery of Safe Routes to School projects, and the construction of major active travel schemes. These included the Dodder Greenway Phase 5 at Firhouse Road and Butterfield Avenue, the D24 Neighbourhood Cycle Network, the Grand Canal to Lucan Urban Greenway, and the active travel elements of the Clonburris road network.
In addition to the main NTA allocation, €1 million was allocated in 2025 for traffic management improvements. This allocation was fully drawn down.
A further €500,000 was allocated under the Bus Stop Enhancement Programme (BSEP), which was introduced as a new programme category in 2025. This allocation was not fully drawn down, as NTA guidance on programme delivery was not issued until September 2025 and the necessary additional SDCC staffing resources were not available in time to deliver the full programme. Notwithstanding this, four enhanced bus stops were completed in 2025. The NTA has agreed to recoup €125,501 to SDCC in respect of these completed schemes.
In 2025, South Dublin County Council was granted a funding allocation of €3.025 million from Transport Infrastructure Ireland (TII). Of this allocation, €2.767 million was drawn down. Full details are set out in Table 1.0 below.
The TII funding supported the progression of the Grand Canal Greenway from the 12th Lock to Hazelhatch Bridge, National Secondary and National Primary lighting projects, and ordinary and winter maintenance projects.
The allocation of €17,000 for Speed Limit Review Signs was not drawn down, as no speed limits were changed on National Roads during the year. Allocations of €45,000 for the N81 Brittas safety improvements scheme and €9,000 for the N81 pedestrian crossing projects were not fully drawn down, as these projects were at concept design stage.
