In this regard, the Transport team is actively examining a range of interim measures to assist in managing parking demand while awaiting the delivery of enhanced public transport infrastructure. The Transport team are currently exploring the potential for the provision of sustainable transport hubs at suitable locations where this can be achieved in a safe and sustainable manner. The Transport team is also considering opportunities to provide modest increases in car parking provision within residential developments where appropriate as an interim measure, having regard to site-specific circumstances and planning policy objectives.

In parallel, the Planning team is seeking to ensure that sustainable transport alternatives are embedded within new developments at planning application stage. This includes the provision of car-sharing schemes, such as GoCar, particularly within multi-unit residential developments, to reduce dependence on private car ownership and make more efficient use of available parking spaces.

The Planning Department is generally requiring, at planning application stage, that detailed parking management plans are in place for residential developments. These plans are intended to ensure the fair and effective management of available parking spaces are being utilised to manage demand for parking provision equitably among residents. Furthermore, the Planning and Transport team will be initiating a car parking review based on the recent decision in relation to Proposed Variation no.2 to the County Development Plan.

Finally, SDCC continues to engage with the National Transport Authority regarding the delivery timelines for BusConnects, DART+ South West and increased bus services, with the objective of bringing forward these projects and providing residents with the high-quality public transport alternatives that will reduce reliance on private car use in the longer term.

Accordingly, the Planning and Transport team will continue discussions with relevant stakeholders, including the NTA and developers, on measures that can assist in addressing parking pressures while maintaining its commitment to sustainable transport and compact growth objectives.
