The Council plays an important role in supporting the housing needs of adults with intellectual disabilities through the assessment of housing need, the allocation of social housing, and the facilitation of appropriate accommodation options in partnership with key stakeholders. The Council works collaboratively with Approved Housing Bodies (AHBs), the Health Service Executive (HSE), and disability service providers to help deliver housing solutions that meet the varying needs of individuals and promote independent living within the community.

 

Adults with intellectual disabilities who require social housing support must apply through our social housing application process. Applications are assessed in accordance with the provisions of the Social Housing Assessment Regulations and relevant housing legislation. Where an applicant has a disability, medical condition, or specific housing requirement associated with their intellectual disability, they may submit a HDM Form 1 together with supporting documentation from relevant healthcare professionals or service providers. The information provided is assessed to establish the extent to which the applicant’s housing needs are impacted by their medical or disability-related circumstances and to determine eligibility for inclusion on the medical housing list.

 

Once approved for social housing support, applicants may be considered for a range of housing options, including local authority housing, accommodation provided by Approved Housing Bodies, and, where appropriate, housing initiatives for individuals with support needs. Housing allocations are made in accordance with our Allocation Scheme and are subject to factors such as housing need, household composition, availability of suitable accommodation, and any approved medical or disability-related requirements.

The delivery of housing for adults with intellectual disabilities involves a multi-agency approach. While the Council is responsible for assessing housing need and facilitating access to suitable accommodation, responsibility for the assessment, provision, funding and coordination of healthcare, personal care and support services rests with the HSE and/or the relevant disability service provider. Effective collaboration between all parties is essential to ensuring that accommodation is appropriately matched with the level of support required by the individual.

We continue to engage with the HSE, Approved Housing Bodies, voluntary organisations and disability service providers to support the development of housing solutions that enable adults with intellectual disabilities to live as independently as possible and participate fully in their communities.
