To ask the Chief Executive to outline the process by which a tenant can add an adult child to their tenancy, including the Council policy that governs this process.
REPLY:
Tenants in the first instance must obtain the prior written approval of the Council before an additional person can be added to their rent account. Where a tenant wishes to add an adult child or other household member, the following process applies:
The Inclusion on Rent Account Form is available on our website and can be submitted, together with the required supporting documentation, to hrent@sdublincoco.ie for consideration.
The Council does not generally add adult children or grandchildren to an existing tenancy agreement where a valid tenancy agreement is already in place. In the event of the death of a tenant, a sucession of tenancy application maybe considered, depending on the circumstances of the tenancy and sublject to our assessment process.Where there is a joint tenancy, the surviving tenant may apply for succession of the tenancy.
Where a sole tenant has died, the tenancy may be considered for allocation to a spouse or partner, subject to an assessment of housing need. The person must have continuously resided in the dwelling as their normal place of residence and must have been included in the household rent assessment for at least two years immediately prior to the tenant’s death.
For any other family member, the person must have continuously resided in the dwelling as their normal place of residence and must have been included in the household rent assessment for at least five years immediately prior to the tenant’s death.
