QUESTION: Councillor E. Ó Broin

To ask the Chief Executive how many years it will take to bring all of the SDCC Social Housing Stock to a BER of at least B2 at the current rate of renovation?

REPLY:

The Energy Efficiency Retrofitting Programme (EERP) was introduced in 2021 as part of the Government's commitment to improve the energy performance of Ireland's housing stock and reduce carbon emissions. The national target is to retrofit 36,500 social homes to a minimum B2 Building Energy Rating (BER) standard by 2030.
 
The Department of Housing, Local Government and Heritage (DHLGH) has set us a target of 125 homes for retrofit in 2026 and have allocated funding of €5 million, including project management fees, to support delivery. In addition to meeting this target, we are actively working to exceed it through investment from our Capital Programme. This additional funding will enable us to maximise the number of homes upgraded, delivering enhanced energy efficiency, improved living conditions for tenants, and contributing towards national retrofit and climate action objectives.
 
We have commenced a programme of periodic property inspections, whereby properties will be inspected on a five-year cyclical basis. The information gathered through these surveys will provide a comprehensive understanding of the condition and energy performance of the housing stock, enabling the identification and prioritisation of suitable properties for inclusion in the EERP Programme.

To date, 431 homes have undergone EERP works under the scheme, with a further 160 properties currently progressing through the pre-tender and contractor stages. In addition, 788 homes have benefited from window and door replacement works over the past four years, with an additional 186 properties currently at contractor stage and scheduled for upgrade.

These investments are delivering significant improvements to the quality and sustainability of our housing stock.
