QUESTION: Councillor Joanna Tuffy
To ask the CEO in relation to the Lucan Village Green and associated public realm could a speaker's corner for e.g. once a week, or once a month, and what would it require to be in place for a speaker's corner at this location, and if he will make a statement on the matter.
REPLY:
Implementing a “speaker’s corner” on Lucan Village Green would depend on the frequency and complexity of the event being proposed. The 2011 SDCC Bye-Laws for Parks and Open Spaces state that such activities are facilitated in Parks (and open spaces) only in designated areas in a Park (or open space) and with the prior permission in writing of the Council and subject to terms and conditions and as directed by the Council. In all other circumstances they are prohibited.
In the first instance an application for Hosting an Event in a Park (or open space) must be made. Details can be found at:
Hosting an Event in a Park - SDCC
The following mandatory information must be provided in the application:
For events envisaged to be attended by less than 50 persons no minimum notice period applies, however an event application must be made and granted before an event can take place. For larger events a minimum notice period of 4 weeks applies.
