While, the Council does intend to review the economic impact of the Lucan Village Enhancement Scheme, there are significant limitations in the availability of sufficiently detailed local data to do so in a comprehensive way. Options such as rates data and GeoDirectory were examined, but are not suitable for this purpose.

At present, the data available through the GeoInsights platform is also somewhat limited. While the pilot Mastercard dataset is a useful development, it is currently only available at a South Dublin level and is broken down by sector (for example, bars, pharmacies or electronics), rather than providing an overall measure of spend or activity at a more localised level such as Lucan Village.

In light of this, the Council’s approach will be to draw on a mix of the information that is available. This will include analysis of relevant sectoral trends within the Mastercard data, alongside monitoring of the reach and engagement of the “Love Lucan” campaign, and direct feedback from businesses operating in the village.

While this does not allow for a single, definitive measurement across indicators such as footfall, occupancy and overall spend, it will allow the Council to build up a reasonable picture of activity levels and the broader economic impact of the scheme over time.
