QUESTION: Councillor L. O'Toole
Now that the planning application process for the Adamstown Civic Building has concluded can the Chief Executive advise whether a separate briefing or meeting can be arranged for Councillors to discuss the outcome in detail, including the key elements of the proposal, any amendments arising during the planning process, the proposed delivery programme and the next steps for the project? Given the significance of the facility for the Adamstown and wider Lucan area such a meeting would provide an opportunity for Councillors to gain a fuller understanding of the project and its future delivery.

Dear Cllr. O’Toole,
The Civic Building project has been the subject of a number of briefings and updates to Members from its initial conception and through the planning process.
The project was a headed item at the ACM on the 27th May 2025, at which a request was made for a dedicated briefing on the proposal. This request was accommodated through a specific briefing held on the 23rd July 2025. The Civic Building has also been included in the quarterly SDZ update briefings provided to Members (September 2025, February 2026 and May 2026 briefings). In addition, a dedicated briefing (“Adamstown Civic Building Planning Application and Phasing Requirements Consultation”) on the planning application was held on the 20th January 2026.
As with all planning applications, the statutory planning process included an initial five-week public consultation period during which observations could be submitted. A total of six submissions were received and considered as part of the assessment of the application. Adamstown Civic Building was granted planning permission on the 18th March 2026 and as is typical with projects of this nature, a certain number of conditions require the submission of further details to the Planning Authority for compliance purposes, which is underway. While some design elements will require further detailed development as part of this process, it is not considered these matters will affect the permitted uses of the building or the approved floor area.
As outlined at previous briefings, additional funding has been sought (through the Towns and Cities Regeneration Investment Fund) to supplement the existing URDF funding already approved for the library element of the development. As is common with projects of this scale and complexity, a detailed public procurement process will now be undertaken. This process will inform the development of a comprehensive programme for the project, including key milestones (from procurement through to construction, completion and handover to SDCC).
It is not proposed to arrange a further dedicated briefing at this time. Updates on the progression of the project will continue to be provided to Members through the established quarterly SDZ briefing process (with the next briefing scheduled for 23rd September 2026).
