MOTION: Councillor C. Brady

Cathaoirleach's Business 

This committee calls on the Chief Executive to provide a report on flooding incidents in Lucan, including at Courtney's Corner, AGP, Esker Lane and Lucan Village, and to include areas recently reported, historically affected, and locations identified as persistently flooding during periods of heavy rainfall. The report should outline the areas the Council has identified as being at risk of flooding, detail the actions taken to date, and set out the plan for summer storm preparedness, including timelines, outstanding works, and measures to ensure mitigation solutions are in place and operational. The report should also set out the process currently in place to ensure flooding incidents reported by elected members and residents are escalated, monitored and responded to effectively.

REPORT:

Natural Water maintains a works tracker to record members reps and customer cares regarding flooding issues throughout the county.  This tracker is used to document the issues and to action site surveys/jetting and other remediation measures. In many instances when we arrive on site the water has receded and it is more difficult to understand the issue. The item will still remain live on the tracker till Natural Water is satisfied that the item is addressed accordingly.

Natural Water has carried out a lot of work this year in the Lucan area:

Hillcrest Estate

A previously covered/inaccessible manhole, beside 28 Hillcrest Walk was identified and reinstated. This has enabled access to the network at this location and facilitated the removal of debris that had been causing a blockage.

We have also appointed a specialist contractor to undertake a comprehensive CCTV survey of the surface water drainage network throughout Hillcrest. This survey is scheduled to be completed during the week commencing 29th June and will provide detailed condition and connectivity data.  The findings from the CCTV survey will inform jetting and cleansing operations at locations where obstructions or defects are identified.

Crugh Cross, Finnstown/Esker Road

Natural Water jetter responded to call from Councillor Brady regarding flooding on morning 11th June - water removed from junction.

Natural Water inspectors have examined the surface water drainage system along the L1011 at the junction with Adamstown Road (Crugh Cross) in Finnstown. They have identified that the line is partially silted up, which is contributing to the flooding recently experienced at this location. A contractor will jet out the SW lines through this busy junction in the coming weeks.

Arthur Griffith Park

Natural Water jetted the SW pipelines earlier in the year.  There were still issues arising, so Natural Water engaged a contractor to carry out a CCTV survey of the surface water drainage network in the area, during which a blockage was identified. We are currently scheduling the necessary works to clear the obstruction and anticipate that this will be completed in the coming weeks.

Lucan Village, Courtneys Corner

Natural Water inspectors have examined the surface water drainage system in Lucan Village where recent flooding occurred. A blockage was identified in the SW line adjacent to Courtney's Pub before where it discharges into the Griffeen River.  A contractor is being engaged to complete this work in the coming weeks.

Lucan Heights/St Josephs School

Natural Water engaged with school regarding water running out onto road and down the carriageway.  Natural Water cleared the blocked gullies and the school completed remediation works on their side and the issue is now resolved.
