To ask the Chief Executive what, if any, plans have been put in place to deal with the increased volumes of traffic on the Old Nangor Road when the two new schools open, Gaelscoil na Camóige and Gaelscoil Chluain Dolcáin, with particular focus on the exit onto the Fonthill Road?

REPLY:

The development of Gaelscoil na Camóige and Gaelscoil Chluain Dolcáin was assessed as part of the planning process under Reg. Ref. SD22A/0352. Traffic and transport impacts associated with the opening of the schools, including impacts on the Old Nangor Road and the Fonthill Road corridor, were considered during the planning assessment.

As part of the permitted development, a number of measures were incorporated to manage traffic movements and improve safety and accessibility. These include:

• The provision of a new one-way vehicular circulation system within the school campus, incorporating a dedicated vehicle and bus set-down area accessed from the Old Nangor Road.
• The removal of the existing eastern vehicular access arrangement and provision of revised access and egress arrangements, including raised tables to prioritise pedestrian movement.
• The provision of additional pedestrian access points to improve permeability and encourage walking to school.
• Significant bicycle parking provision and infrastructure to support active travel.
• The requirement for a Mobility Management Plan to be updated within six months of the schools opening, incorporating travel data, modal share targets and measures to promote sustainable travel.
• A requirement for a Stage 3 Road Safety Audit following completion of the development.
• A financial contribution towards improvements to local cycling infrastructure.

The planning permission places a strong emphasis on encouraging travel by walking, cycling and public transport, with the objective of reducing reliance on private car use. The operation of the school campus, including the effectiveness of the approved access arrangements and Mobility Management Plan, will be monitored in accordance with the planning conditions. At present, no additional traffic management measures specific to the exit onto the Fonthill Road are identified within the scope of the granted planning permission.
