QUESTION NO.6

QUESTION: Councillor Joanna Tuffy

To ask for an update on the Stage 4 Safety Audit that was to be requested of the developer following on from Motion 6 at the Area Committee Meeting Tuesday, January 27, 2026 which related to recent changes to the entrance to St. Joseph's College and St. Mary's Church off the Lucan Heights Road,.

REPLY:

Following Motion 6 at the Area Committee Meeting of 27 January 2026 regarding the recent changes to the entrance to St. Joseph’s College and St. Mary’s Church off Lucan Heights Road, the Traffic Section engaged with the developer seeking an update on the completion of a Stage 4 Road Safety Audit (RSA).

The developer initially advised that a Stage 4 RSA was not specifically conditioned as part of the planning permission and queried the requirement for same. The Council responded by strongly reiterating that the responsibility for ensuring that the completed road infrastructure is appropriately audited and verified from a road safety perspective rests with the developer and the project design team, in line with accepted engineering practice.

Following further correspondence, the developer has confirmed that they are now progressing arrangements for the completion of a Stage 4 Road Safety Audit and are engaging with the Department of Education in this regard.

The Traffic Section will continue to engage with the developer to ensure the Stage 4 RSA is completed and submitted to the Council.
