MOTION NO. 2

MOTION: Councillor R. Mannion

That this Council calls on the Chief Executive to incorporate provision within planning standards for the parking of small commercial vehicles, such as vans up to two tonnes, within residential developments, in recognition of current working practices

REPORT: 

South Dublin County Council’s County Development Plan establishes maximum car parking standards for residential developments. These standards are designed to strike an appropriate balance between facilitating necessary levels of vehicle use and supporting sustainable transport, high-quality placemaking, and the delivery of attractive, liveable residential environments.

At present, the Development Plan does not include specific or distinct provisions for the parking of small commercial vehicles, such as vans up to two tonnes.

It is noted, however, that a standard car parking space is generally capable of accommodating a small van of this nature. Consequently, the existing parking standards already provide a degree of flexibility to cater for residents who may require such vehicles as part of their employment.

The formal incorporation of specific provision or allocation for work-related vehicles within residential parking standards would give rise to a number of planning and urban design challenges, including:

These elements are critical to ensuring residential amenity, environmental performance, and climate resilience.

Furthermore, the Council has historically received complaints from residents in relation to the parking of work-related vehicles within housing estates. Such concerns typically relate to visual impact, the scale and appearance of vehicles, obstruction of streets, and impacts on the character of residential areas. The formalisation of provision for such vehicles within planning standards may exacerbate these issues in certain contexts.

Having regard to the above, it is the view of the Council that the existing residential parking standards are appropriate and sufficiently flexible to accommodate small commercial vehicles where required and any potential policy change in this regard would more appropriately be considered as part of a future review of the County Development Plan, where it can be assessed in the context of overall transport strategy, urban design objectives, and national policy guidance.
