QUESTION: Councillor W. Carey

To ask the Chief Executive whether EV charging infrastructure will be considered in co-operation with the ESB as part of the future County Development Plan.

REPLY:

The Council is committed to ensuring that adequate and future-proofed EV infrastructure is planned for and delivered in a coordinated manner with the help of a supporting County Development Plan EV policy framework.

At present, public on-street EV charging infrastructure must comply with ESB Networks’ technical and safety requirements, including the “Overview of Public On-Street Electric Vehicle Charging ≤49 kVA (71 A)” guidance, which sets out the connection standards, electrical specifications, and operational considerations for such installations. These requirements ensure that all infrastructure is delivered safely, reliably, and in accordance with national electrical standards.

As part of the next County Development Plan preparation process, the Council will review and update its policies relating to EV charging infrastructure. This review will take account of any new or updated national legislation, government policy, climate action targets, and evolving electrical safety guidance.

The forthcoming County Development Plan will endeavour to support and facilitate the provision of appropriate EV infrastructure across the County, including public, residential, and commercial charging solutions. This will be undertaken in alignment with current national policy and best practice guidance, while also considering local needs, spatial planning objectives, and ongoing engagement with ESB Networks and other relevant agencies.
