QUESTION NO. 19

QUESTION: Councillor N. Whelan

To ask the Chief Executive to outline what the cost was to SDCC for 2025 to board up and secure vacant council homes?

REPLY:

The total expenditure on re-let costs for social housing stock in 2025 was €6.5 million, of which €293,000, or 4.5% of the overall budget, was spent on securing vacant social homes. This work forms part of our proactive management of vacant stock and is carried out where necessary to protect properties from unauthorised access, vandalism, or further deterioration while re-let works are underway. Importantly, this should be viewed in the context of a very low vacancy rate across the housing stock and strong overall re-let performance.

In 2025, 186 properties were successfully re-tenanted and, by year end, only 61 properties remained vacant, representing a vacancy rate of 0.6% across our housing stock. Our average turnaround time from surrender to allocation in 2025 was 22.19 weeks, and we continue to focus on reducing this further through close co-ordination between maintenance and allocations teams, earlier advertising of homes through CBL and streamlined re-let standards. Securing a property is therefore a temporary protective measure to prevent avoidable damage and help ensure homes can be returned to productive use as quickly as possible.
