QUESTION: Councillor K. Keane

To ask the Chief Executive for an update on the implementation of motion 9 from March 2025 full council meeting on housing for those leaving domestic violence refuges and if any funding is required in next years budget to ensure its implementation.

REPLY:

We continue to work in collaboration with key stakeholders, including Cuan, the Dublin Region Homeless Executive (DRHE), Approved Housing Bodies (AHB) and domestic violence service providers to strengthen coordinated responses for victims of DSGBV and improving housing pathways for individuals and families exiting domestic violence refuges. This includes the use of homeless supports where appropriate, and improved inter-agency referrals to ensure that exits from refuge settings are supported by sustainable housing solutions.

The principles of the motion are being progressed through existing housing delivery mechanisms, including social housing allocations, provsion of safe houses and support pathways through HAP and homeless services. There is no specific additional funding provision identified to date for the 2027 budget solely in respect of this measure. However, we will continue to keep this under review as part of the annual budget and service planning process, particularly in the context of emerging needs, national policy direction, and any opportunities for targeted funding streams.

In addition, the Council has regard to national policy developments in this area and the Director of Housing is a member of the DHLGH subgroup currently finalising a national DSGBV Protocol. Under the new national housing plan- 'Building Homes, Sustaining Communities' there are commitments to enhance protections and housing options for victims of domestic violence.

We remain committed to supporting vulnerable households exiting domestic violence situations and will continue to progress this matter in collaboration with relevant agencies.
