(c) Review of Standing Orders in Relation To Motions

REPORT:

The following Motion was agreed by the members at the November 2025 OP&F meeting, subject to a six-month trial period:

 “This Council proposes that motions specifically related to the functions of the Council be given priority in the agenda over all other submitted motions”

Final approval was given at the December 2025 Council meeting.

To give effect to the motion, Standing Order No.22.l.iii and Standing Order No.24.a., were amended as set out in the document attached to this item “Proposed amendments to Standing Orders” presented at the November 2025 OP&F.

The changes were implemented for the Council meetings held from January to May 2026.

The trial period is ending, therefore the matter was brought to the May OP&F meeting for consideration by the members.

A the May OP&F meeting it was agreed that the January 2026 changes to the Standing Orders would remain in place. These changes give priority on the agenda to motions that relate specifically to the functions of the Council.

This is now before the full Council for final approval.
