QUESTION: Councillor H. Farrell

To ask the Chief Executive for an update on the implementation of the February 2026 motion regarding supports for Lucan Village businesses affected by Village Green works, including any measures identified, constraints encountered, and timelines for reporting back to Members. Item 91094.

REPLY:

In line with the commitment given, the Economic Development and Tourism functions have progressed a targeted support response. The Tourism Section has engaged with local businesses and agreed a 4-week social media campaign, including business spotlights, promotion of local events, and content highlighting things to see and do in the area, aimed at increasing footfall and reinforcing that Lucan Village is open for business.

It is noted that public infrastructure investment is delivered for the collective benefit of the community and local economy, and there is no statutory mechanism to compensate individual businesses for temporary impacts arising from such works.

In parallel, the Council’s broader approach to supporting local economic activity is focused on addressing commercial vacancy and facilitating new enterprise. This includes targeted supports to bring vacant and under-utilised premises back into use, reduce barriers for start-ups and small businesses, and support the regeneration and vitality of village centres such as Lucan. This approach is intended to strengthen the overall trading environment and complement the promotional measures now being implemented.

Cross-departmental engagement will continue to support a coordinated approach to activity in the village. Discussions are underway to explore the feasibility, scope, coordination and promotion of events and initiatives in the Lucan area, having regard to resources, stakeholder involvement and alignment with existing strategies.

The outcome of this work will inform any future proposals. The Area Committee will be kept informed of progress.
