To ask the Chief Executive for an update on the stock condition survey programme for social housing units in the Lucan LEA, noting that tenants have begun receiving survey notifications. Can the Chief Executive confirm when surveys will be completed, outline the timeline for retrofit works including windows, doors and energy efficiency upgrades, and set out what the survey process involves for tenants, including access and duration?.
REPLY:
The council has commenced periodic property inspections, whereby properties will be inspected on a 5-year cycle. The findings of the surveys will feed into an ongoing multi-annual Stock Investment Programme which will include the Window and Door Replacement Programme, with the aim to reduce the current level of reactive maintenance requests and to improve the overall value for money and enhanced delivery of the service to tenants.
Advance notification letters were issued to residents in the Lucan electoral area last month. It is anticipated that the surveys will commence in Q3 this year and will take approximately three to four months to complete.
Tenants will be contacted directly by our appointed service providers, Gleeds Ireland Limited or JP O’Reilly Chartered Surveyors, to arrange a suitable appointment. Each survey is expected to last approximately two hours and will include photographic documentation of both the interior and exterior of the property.
Upon completion of the surveys, a comprehensive assessment of the housing stock will be undertaken. The findings will inform the development of future planned maintenance programmes.
