MOTION: Councillor Y. Collins
That this Council ensures that the Whitechurch Stream Flood Alleviation Scheme prioritises and expedites the flood defence works at or near Grange Park, Rathfarnham, to ensure that the area does not flood again.
REPORT:
Since flood defence works commenced in the Grange Park area (Area 6 - St Enda's Drive to Willbrook Lawn), focus has been placed on completing these defences as soon as possible.
It is currently expected that all defence walls in this area will be completed by the end of July, with the new access bridge into the Capri site currently estimated to be installed in August. Two bespoke Flood gates which are required at the Trash Screen area just above HeatCo Ltd, are currently scheduled to be delivered in May and will be installed as soon as they arrive on site.
When the above works are installed, all scheduled defences in Area 6 will be completed.
Delays to works in this area have been experienced due to:
- Heavy rainfall events in July and November 2025 and January 2026
- Foundation works that can only be carried out during the in-stream season from July to September
- Identification of a major structural defect at the entrance of a culvert that required prioritisation
- Obtaining consent to access from private landowners
