MOTION: Councillor A. Smyth

"To ask the council to look for a solution to the on going issue of fires being lit on the green area on the back of the crescent millbrook lawns/homelawns rd which is hidden to roads?"

REPORT:

Enforcement and licensing sections will review reports of fly tipping in the area mentioned. In adherence to the LGMA’s codes of practice for the use of CCTV for the prevention, detection and prosecution of litter and waste offences, the use of CCTV should be considered a last resort, and other measures should be deployed in the first instance. These measures will be deployed in conjunction with our colleagues in the Public Realm section and reviewed to determine their effectiveness.

Should these measures not address the issue, then a business case for CCTV may be prepared in the future.  The LGMA’s Codes of Practice for the operation of CCTV for the purposes of Prevention, Detection and Prosecution of Waste and Litter Offences are quite prescriptive in how and where a CCTV system may be deployed for either litter or waste purposes.

Increased patrols of the Litter Warden will be scheduled for this area, and they will continue to investigate for evidence under the provisions of the Litter Pollution Act. Where evidence is uncovered, enforcement action is initiated by SDCC.

Reports of this nature are taken seriously, particularly where there may be risks to public safety, nearby properties and the local environment. Enforcement and licencing sections will assess the area and consider appropriate measures.

Should any incidents of fire be witnessed in particular where there is immediate danger, please ensure it is reported promptly to the fire brigade and An Garda Síochána.
