QUESTION: Councillor A. Smyth

"Can I ask the executive for an update on the timeline for the pavilion program specifically for Kilnamanagh. St. Kevin Killians GAA club are struggling for years now and really need this vital amenity which would help them with much needed facilities to host more games and competitions?"

REPLY:

SDCC’s pavilion programme was agreed by the Council as part of its commitment to the health and well-being of its citizens. The implementation will support active recreation in local communities, support the growth and development of sports clubs and groups facilities such as changing rooms, and provide secure storage areas to ensure access to recreation, sustainability of service delivery and enable success. A review of the pavilion programme was carried out and presented to the Council in April 2024. The review process identified a requirement for additional capital provision, which was approved for the 2025 budget. The programme will deliver sports changing rooms at 10 locations across the county, to facilitate groups using adjacent pitches / sport in parks as set out in the list below: 

The Part 8s for all the pavilions that still required planning permission (at Collinstown, Kilnamanagh, Sean Walsh Park, Arthur Griffith Park, Tymon Park South, Kiltipper & Willsbrook) were completed and passed by the Council in November and December 2024.

A framework tender for the modular buildings, using Corkagh & Griffeen as the primary locations, was completed and a design and build contractor has been appointed. The detailed design and tender processes were extended due to required changes to the contract documents and requests from tenderers for additional time. The appointment of the successful contractor was subject to the resolution of challenges, which were required to be dealt with in line with appropriate procurement processes and procedures. All challenges were resolved allowing the official signing of contracts at the end of August 2025. The first 2 units, at Griffeen Valley Park and Corkagh Park are underway and nearing completion. A detailed programme for the remaining locations, including Kilnamanagh, will be made available following the successful delivery of Griffeen Valley Park and Corkagh Park pavilions.

South Dublin will seek to ensure the earliest possible dates for the manufacture and delivery of the pavilions on site.
