That the Chief Executive investigate the option of purchasing the tenanted apartment block currently for sale at Chaplain's Terrace, off Neilstown Road in North Clondalkin, with the purpose of turning existing HAP/RAS tenancies into social homes with the possibility of cost rental options for those tenants who do not qualify for social housing.

The Tenant-in-Situ (TiS) scheme may only be used in circumstances where a valid Notice of Termination has been issued and where both the tenant and the property meet all of the mandatory criteria set out by the Department of Housing, Local Government and Heritage.
Where a household is at serious risk of homelessness, they should contact the Council’s Homeless Service in County Hall, Tallaght to complete an initial homeless assessment. As part of this process, the Council will engage directly with the tenant to exhaust all available alternatives. This may include contact with the landlord, assessment for Homeless HAP, and advice on applying for Choice-Based Lettings for social housing.
Only cases that fall within the priority categories, meet all mandatory TiS criteria, and can demonstrate that all other options have been exhausted may be referred by the Homeless Team to the Acquisitions Team for consideration. Priority is given to families with children or households with a disability, where the risk of homelessness is acute and alternative accommodation is in short supply.
The TIS scheme does not provide for the bulk purchase of a tenanted block for the purpose of converting existing HAP or RAS arrangements into social housing or cost rental. Any eligible households affected by a valid Notice of Termination will be supported through the established TiS and homelessness prevention processes.
