That, following the recent agreement signed by the four Dublin local authorities with ePower, the Chief Executive report to this Committee with an outline plan for the rollout of EV charging infrastructure in the Lucan Electoral Area.

REPORT:

SDCC, in conjunction with the other Dublin Local Authorities have a 10-year concession framework agreement in place, where ePower has been appointed for the design, installation and operation of destination EV charge points across the entire county of Dublin. An initial 50 projects will be installed within the Dublin region, of which 15 sites have been identified in the SDCC region, following an assessment of the availability of power supply.  The initial sites are predominately in carparks of public parks and amenities operated by SDCC, allowing users access to fast charging at destinations.  

The proposed sites within Lucan LEA are:

• Tandy's Lane, Adamstown Park, Dublin
• Hermitage Park, Ballyowen Road, Lucan, Dublin
• Adamstown (Castlegate Rise), Adamstown, Lucan, Dublin
• Lucan Swimming Pool (Griffeen Valley Park, Esker South, Lucan, Dublin, Co. Dublin

The other proposed sites comprise:

• North Clondalkin Library, Liscarne Close, Rowlagh, Dublin
• Corkagh Park (Clondalkin Leisure Centre), St. John's Wood Car Park, Clondalkin, Dublin
• Bawnogue Shopping Centre, Bawnogue Road, Dublin
• Tallaght Leisure Centre, Fortunestown Way, Tallaght
• Clondalkin Leisure Centre, Old Nangar Road, Clondalkin, Dublin
• Tallaght Stadium, Whitestown Way, Oldbawn, Dublin
• Dodder Valley Old Bawn Pavillion, Tallaght, Dublin
• SDCC County Hall, Tallaght.
• Bushy Park Carpark, Dodder View Road, Rathfarnham, Dublin
• Dodder Valley Car Park, R114, Templeogue, Dublin
• Rosemount Ballyroan, Car park in front of Supervalu, Rathfarnham, Dublin

Works to install the public EV charging infrastructure commenced the week of the 16^th March 2026, at Tandy’s Lane, Adamstown Park.  Works will start at Dodder Valley, Old Bawn Pavillion the week of the 23^rd March.

Installation works take roughly 5 - 8 working days and once initial installation works are completed, an ESB connection will be required, which is predicted to take in the region of 2 – 4 months.

Sites are being delivered based on resolving site constraints and obtaining all required permission for each specific location. For example:

• The four Dublin Local Authorities have recently secured capital funding from ZEVI/TII to finance these installations in full. A design approval process will follow with the funding agency, to determine how best to meet the Universal Design Guidelines for EV charging infrastructure in Ireland.
• We are currently engaged with ESBN to secure the power supplies required to power these fast chargers. ESB connection timelines are outside our control.
• Sites may require road opening licences and/or completion of an SWA1 Form (legal deed of wayleave) where ESB cable passes through private property
• Coordination with ongoing/planned projects or works.

 Locations listed are subject to change as they are heavily dependant on availability of required power supplies and also agreement on universal designs with the funding authority.
