QUESTION: Councillor V. Casserly

This committee calls on the Manager to provide a detailed report on the number of medical need and fully accessible homes being delivered within new housing developments across the Lucan area. The report should outline: The number of units designed for wheelchair users or with enhanced accessibility features Units allocated or planned for persons with specific medical or disability-related housing needs The tenure of these homes (social, affordable, cost rental or private) How universal design and lifetime adaptable standards are being incorporated into new developments.

In Council own-build developments, accessibility and lifetime adaptability are included at the design stage. Design teams are instructed to incorporate Universal Design principles, lifetime adaptable layouts and an appropriate proportion of fully wheelchair-accessible dwellings in line with identified housing need. 

Through the Part V process, we actively seeks the inclusion of units designed in accordance with Universal Design principles and units suitable for persons with medical or disability-related housing needs where developers have indicated such provision within their planning applications. The Part V team consistently seek the delivery of homes that can meet a broad range of needs. In particular, we request ground-floor own-door units where feasible, as these are generally more suitable for adaptation post-handover to accommodate medical or mobility requirements. In addition, we include the Irish Wheelchair Association’s Best Practice Guidelines for Wheelchair Accessible Housing within the Part V information pack issued to developers. This is intended to support and encourage developers to incorporate enhanced accessibility measures, insofar as they are compatible with the permissions already granted.
