MOTION: Councillor L. O'Toole

That this Area Committee requests the Chief Executive to provide a clear update on the scale of approved residential development and housing yet to be built on currently zoned lands within the Lucan LEA and to set this out in comparison with the other LEAs across the county. The report should include Strategic Development Zones (SDZs) and clearly identify which elements of the Clonburris SDZ fall within the Lucan, Palmerstown & North Clondalkin LEA and which fall within the Clondalkin, Newcastle, Rathcoole, Saggart and Brittas LEA to ensure members have a clear understanding of the quantum of development already approved and still to be delivered in Lucan.

REPORT:

The report below is also attached to this motion for ease of reading the tables.  The attachment also includes a map of the status of planning permissions within Lucan LEA taken from SDCCs publicly facing Housing Supply Monitor.

The tables below set out the distribution of housing growth across the county. The main table indicates the status of all approved residential developments and the estimated potential housing capacity on the remaining undeveloped zoned lands across each Local Electoral Area (LEA). The figures are separated to show the units which relate to Strategic Development Zones (Clonburris and Adamstown SDZs) and Regeneration (REGEN) zoned lands within each LEA.  For Lucan, an extracted table is also included setting out the permitted and potential growth for the two SDZs where they are within the LEA.

Table 1 - breakdown of all approved residential developments and the estimated potential housing capacity on the remaining undeveloped zoned lands across each Local Electoral Area (LEA). For clarity, Strategic Development Zones (SDZ) and Regeneration (REGEN) lands are identified separately.

The figures include lands which will be developed over the longer term, up to 2040 and beyond. This will have been reflected in the recent land capacity audit undertaken for the NPF Implementation Variation and associated Report to Councillors in October 2025.  For example, the Rathfarnham-Templeogue LEA shows the greatest capacity because of the Regen potential set out within the City Edge Framework Plan. Delivery for those lands is forecast for a long term time horizon (post 2040).  Tallaght Central provides for the figures set out in the Tallaght LAP which made clear that this would require a number of plan cycles for delivery.

Within Lucan LEA, the growth is split across the two SDZs with the majority of the 3,865 units permitted / under construction within Adamstown SDZ and potential on remaining zoned land within the LEA for 1,500 units, most of those as part of delivery of the western part of Clonburris SDZ.

SDCC has a publicly facing Housing Supply Monitor dashboard.  This currently shows the status of all planning applications within the County and can be queried by LEA, Neighbourhood Area or various sub-areas. A screenshot of the status of planning permissions within the Lucan LEA from the dashboard is included below by way of example of the information it contains.
