MOTION NO.6

MOTION: Councillor H. Farrell

To call on the Manager to allocate public land for the use as public allotments in the Lucan area given, that there are no allotments available to the population. 

REPORT:

SDCC’s County Development Plan and Parks and Open Space Strategy supports the provision of allotments in new developments. SDCC’s county development plan also supports the development of compact settlements and the provision and support of sustainable transport to new developments. The policies supporting smaller gardens in new developments, as per the government published compact settlement guidelines, and increased apartment living, is likely to increase demand for allotments.  Provision of allotments contribute to delivering the Green Infrastructure Strategy and Climate Change Action for the county as they act as both a mitigation and adaptation measure to combat Climate Change.

SDCC currently manage and provide a total of 443 allotments. Friarstown: 312; Corkagh: 42; Mill Lane, Palmerstown 74; Tymon Park: 15.

All Council-provided allotments are accessible to the public either on foot or via existing public transport services, with only short walking distances required from the nearest bus stops.

For the Lucan ACM area there are approx 154 people who have expresssed interest in the operation of an allotment and SDCC currently manage a waiting list for same. 

As part of the capital programme 2026-2028 SDCC have made provision for the delivery of allotments across the county. The next stage of delivery will be to examine feasible locations and carry out relevant assessments and planning processes as required, prior to construction stage. Simultaneously SDCC continue to review existing allotments as in some cases the sub division of existing allotments can be appropriate in some circumstances. Councillors will be kept aprised of progress during the process of delivery.
