QUESTION: Councillor M. Johansson

To ask the Chief Executive if there has been any delays to housing construction in Clonburris SDZ due to electricity grid/ESB Networks issues?

REPLY:

 "There are currently no confirmed immediate delays to housing construction within the Clonburris SDZ arising from electricity grid capacity constraints. ESB Networks attend quarterly Clonburris Project Oversight Group meetings and are actively engaged with South Dublin County Council and the landowners in respect of connection sequencing and programme coordination.

 The position across the SDZ is as follows:

 A number of developments have connection agreements in place, with units already energised and occupied or scheduled for occupation in 2026–2027.

• Other developments have applications submitted and are progressing through the standard ESB Networks connection process.
• SDCC-led schemes (including Kishoge Gardens Phase 1) are currently progressing connection offers in line with the construction programme.
• For some sites, connections will be required from 2026 onwards and engagement with ESB Networks is ongoing to align delivery timelines.

 At present, localised issues may relate to standard connection applications and timing coordination rather than broader grid capacity constraints. The Council will continue to monitor connection delivery through the quarterly oversight process and liaise directly with ESB Networks to ensure alignment with housing delivery programmes."
