That this Area Committee notes the disruption experienced by businesses in Lucan Village during the Village Enhancement Scheme works and requests the Manager to examine and report on potential measures to support business recovery following completion of the works, including the feasibility, statutory requirements and cost implications of initiatives such as temporary parking incentives and promotional or communications campaigns.
REPORT:
As previously noted, the position in relation to the Control of Parking Bye-Laws was set out at that time. Parking charges and any waivers or variations are governed by the Control of Parking Bye-Laws 2021, which are a reserved function of the full Council adopted following a statutory process. The Bye-Laws already provide for 30 minutes free parking countywide (with limited exceptions), and there are no current plans to review them to allow for location-specific arrangements. Accordingly, an Area Committee cannot agree free parking or direct the Executive to waive parking charges, as this would be outside the Committee’s remit and inconsistent with the existing Bye-Laws.
The Council remains committed to supporting local enterprise and town centre activity. As previously indicated, the Economic Development Section will coordinate a targeted promotional and social media campaign upon completion of the works to highlight that Lucan Village is open for business and to encourage increased footfall.
