MOTION: Councillor L. Dunne

"This Area Committee calls on the Manager to install physical measures such as bollards along the affected sections of Citywest Avenue. (PHOTOS ATTACHED) Such measures would help prevent vehicles from mounting footpaths and verges, protect pedestrian safety, and preserve the local environment?"

REPORT:

The Traffic Section has reviewed the location and notes from the submitted photos that bollards are already installed along significant sections of Citywest Avenue to protect the verge and discourage vehicle encroachment. Despite this, some motorists are continuing to drive over footpaths and grass margins and are parking illegally.

Installing additional bollards within the middle of the footpath is not recommended. Measures of this type can create obstructions and reduce accessibility for vulnerable pedestrians, including wheelchair users, mobility-impaired persons, and parents with prams. It is important that pedestrian routes remain clear and fully usable.

The behaviour shown in the photos relates primarily to illegal parking and misuse of the footway and verge. This is an enforcement matter. We will raise the issue with An Garda Síochána, who are the enforcement authority for parking offences, and request targeted enforcement at this location.

We will continue to monitor the area and consider any further proportionate edge protection measures where feasible, while maintaining safe and accessible pedestrian facilities
