Proposed Declaration of Roads to be Public Roads.
(I) Post Public Consultation report on the taking in charge of the Paddocks estate, Adamstown.
(II) Post Public Consultation report on the taking in charge of Shackleton Drive, Adamstown.

Paddoocks Estate, Adamstown and Shackleton Drive Adamstown:
A public consultation was conducted on the proposal for South Dublin County Council to take in Charge the Paddocks Estate and Shackleton Drive, Adamstown from the 13 November 2025 until the 7 January 2026. The advertisement was published in a local paper and on the Council's consultation portal. Maps of the proposal were available to view on the consultation portal.
In accordance with the provisions of Section 11 of the Roads Act, 1993, South Dublin County Council hereby gives notice of its intention to consider the making of a declaration that the roads detailed in the roads schedules attached be a public roads.
In accordance with the provisions of Section 180 of the Planning & Development Act 2000 as amended, the Council considers the Taking in Charge of the Class 1 green open spaces, sewers, watermains, storm drains and public lighting within the attendant ground of the development detailed in the three taking in charge maps attached.
Submissions were invited from the public on the taking in charge proposal. Submissions could be made either in writing to South Dublin County Council or via the consultation portal.
(1) Paddocks Submissions received:
There were 4no. submissions received on the Paddocks estate taking in Charge proposal. These submissions are listed in the table attached to this item.
Submission 1: Boundary between Paddocks and Hilcrest (pedestrian on this opening) antisocial, poor lighting and litter.
SDCC response: The planning grant does not have an opening between the Paddocks and Hilcrest. SDCC has advised the developer to close the unofficial opening several times in the lead up to the TIC public consultation. The opening has been re-opened by persons unknown on several occasions.
If the Paddocks estate is taken in charge by SDCC, the executive of Council will run a consultation process on whether to have a pedestrian/active link between the Paddocks and Hilcrest. The Council will carry out the wishes of the majority of local residents on this matter. The Council has assessed the current public lighting as adequate. The lighting requirements can be re-assessed if permanent changes in access between the 2 estates is agreed by residents. Again litter in public areas will be managed by SDCC after the Paddocks estate is taken in charge.
Submission 2: This was on the subjects of: (a) Electric Vehicle charging -current and future needs and (b) the large green space finishes.
SDCC response: (a) Electric vehicle charging is accommodated in the Paddocks proposal. On curtilage parking owners can install home EV charging units on their property.
Where parking spaces are shared, the Owner manager companies have and will continue to install more charging for these residents.
(b) Submission on Landscaping. The Landscaping of the open green space has not been completed in line with the original planning.
SDCC response: South Dublin County Council parks department as part of the TIC process has assessed the Green Open space for compliance, and deemed it compliant.
Once the Green large green space has been Taken in Charge by the Council, residents can liaise with the Council on suggested improvements in public green areas.
Submission 3 (a) : What is the explanation on access for the watermains?
SDCC Response: Where a wayleave access is marked for watermains or foul sewers in a third party landholding, Uisce Eireann has the right to enter the area to carry out repairs to their infrastructure. Uisce Eireann must pre-inform the land owner of the need to access these areas for maintenance. Uisce Eireann must also reinstate any surfacing back to its original condition after any maintenance works are complete to the satisfaction of the landowner.
Submission 3 (b) Gap between the Paddocks and Hilcrest: This submission was in favour of the gap being retained between the paddocks and Hilcrest.
SDCC response: As stated in the response on submission 1, SDCC intend, after the TIC is complete, to run a consultation with the local residents on the proposal to have a link between the Paddocks and Hilcrest.
Submission 4: (a) Car Parking numbers (b) Speeding (c) Fees (d) Access to Hilcrest
SDCC Response: (a) Car Parking: The car parking numbers are in compliance with the planning permission. The Paddocks is a low car parking development, with good active travel and public transport provision. There is also good access to retail, schools and leisure amenities within short distances.
(b) Speeding: The roads in the Paddocks are designed in accordance with the (DMURS) Design Manual for Urban Roads and Streets. The layouts encourage lower lower vehicle speeds with narrower carriageways, tighter junction radii, and raised tables where appropriate. When the roads are Taken in Charge, the Council will continue to monitor vehicle speeds, and if there are issues, the Council will install appropriate additional measures.
(c) Fees: The matter of fees needs to be discussed with the owner management company. It is likely that some maintenance activities will still need to be carried out by the OMC post the taking in charge process. e.g. Ornamental shrubbery and common areas.
(e) Access to Hilcrest: The submission was in favour of having a pedestrian link between the Paddocks and Hilcrest.
(II) Shackleton Drive TIC Proposal: There were no submissions received on the Shackleton Drive Taking in Charge proposal.
Executive Statement: The Paddocks Estate and Shackleton Drive , roads, footpaths, public lighting, storm drains and green areas are constructed to the Council's taking in charge standards.
Local Elected Member Consideration:
There were a low number of negative submissions on the proposals, some of items raised are owner management company items, while others will be dealt with by the Council as part of the ongoing management of the public areas, and the remaining aspects of the submissions were positive on the TIC proposal.
This report seeks the recommendation of this Area Committee to further refer the 2no. TIC proposals for the "Taking in Charge of Paddocks estate and the Shackleton Drive, Adamstown" to full Council on the 9 February 2026 for full ratification.
