That this committee agrees that it is vitally important that the Coldcut lands remain as an amenity for the people of North Clondalkin and Palmerstown, that South Dublin County Council does not put the lands at the Coldcut out for public consultation on rezoning and that the Council compulsory purchase these lands as a matter of urgency
REPORT:
The Council is currently preparing a Variation to the County Development Plan in response to the government’s requirement to ensure that sufficient residential lands are available to meet the new targets set out in the Revised National Planning Framework and associated guidelines.
Members were briefed before Christmas on the potential lands for the forthcoming variation, noting that further assessment was required to identify those lands most appropriate for the variation. At that briefing the potential for an area of approximately 3 hectares to be rezoned for residential use was identified, out of the total Coldcut lands of 10.82 hectares, with the remainder of the lands to continue to be zoned as open space.
The Council recently went through a competitive process to purchase the lands, comprising 10.82 hectares, when they were put on the open market. It would appear that the Council’s bid was unsuccessful, and it is not intended to compulsory purchase the lands.
A Report to Councillors on South Dublin’s land capacity and the requirement for further zoned lands was submitted as a Headed Item in the October 2025 Council Meeting. This was followed by a briefing to members on potential lands for zoning in November 2025. The Coldcut lands were identified as being well located, in proximity to public transport and services. As such a portion of the lands, approximately 3ha, were being recommended for rezoning on the basis of the retention of the remaining area of open space to serve the community.
A further briefing to the Members is planned for the 28th January in advance of the publication of the variation.
