Can the Chief Executive provide further detail on the agreed solar panel programme specifically outlining the proposed locations within the Lucan Area Committee area including any community or public sites and provide clarification on the exact locations and layouts where available? This is sought to allow Members to better understand the local impacts and opportunities arising from the programme.
REPLY:
SDCC awarded the contract to progress a programme to install solar PV on Council owned buildings in October 2025 and work is progressing on the first package of buildings. The first package focuses on Libraries and Community Centres, which were selected based on suitability for solar PV, energy consumption, other planned or ongoing building works or constraints.
This programme aims to provide financial savings on electricity bills and reduce the greenhouse gas emissions by utilising this renewable energy, working towards the targets in our Climate Action Plan 2024-2029. It is estimated that solar PV may contribute between 20-34% of the average energy consumption needs for these buildings.
The detailed design for the solar array has been completed, with the exception of Ballyroan Community Centre which is at preliminary design stage, and applications are being made to the ESB. Pending approval of these applications, installation on site is expected to begin in March / April 2026.

Lucan library and Palmerstown Libraries are located within shopping centres which are not SDCC owned buildings, and as such are not suitable for inclusion in the solar PV programme.
Palmerstown Community Centre and Neilstown Community Centre are amongst those being reviewed for inclusion in the next package of buildings. It is expected that preliminary design for the second package will being by Q2 2026.
