MOTION: Councillor L. O'Toole

Can the Chief Executive provide an update on the status of the Old Master Schoolhouse project in Lucan Village noting that it remains within the planning process and advise whether engagement can now take place with the recently identified contact who may be able to support progress on this matter? I am happy to provide further information to facilitate that engagement if it would assist in advancing the project.

REPORT:

There is no material change from the position outlined in the update to this Committee in December 2025. Unexpected legal complexities have arisen in relation to the estate of the Vendor since the Council agreed Heads of Terms for the property, and these matters are outside the Council’s control. Contact has recently been made with the legal representatives for the other party to establish the current status and inform any potential next steps. To date, no new information has emerged that would resolve the outstanding legal issues, however the position will be kept under review.

Notwithstanding this, since agreeing Heads of Terms for the property, the Council has acquired Lucan House and prepared a masterplan for its development, providing for a wide range of tourism, recreational, cultural and hospitality uses. The Council’s focus in the coming years will be on the delivery of this masterplan and the development of Lucan House as a key amenity for the Lucan area.
